Summary

A High Court challenge was brought by a mother on behalf of her six‑year‑old daughter, who is confined to a wheelchair and has severe, complex medical needs. The child has lived in several properties with local authority support, but none have been suitable. Since 2017 the mother and daughter have remained at a current address that cannot be adapted to meet the girl's needs, despite the mother spending €10,000 improving the property. The council told them in 2018 it was looking for alternative accommodation, yet the family remains there. The girl suffers a rare condition that leaves her profoundly disabled, with minimal head control, low muscle tone, a severe learning disability, a history of epileptic seizures, and requires feeding by PEG and extensive medication. She is at risk from Covid‑19 and has been self‑isolating with her mother since early March.
