Medical officer recommended "whistleblower" be stood down from work

Summary

In a hearing at Dublin Castle, Garda medical officer Gda Nicholas Keogh testified that a senior Garda, referred to as Garda A, was in an improper relationship with a heroin dealer, Ms B, who earned about €2,500 a week. Keogh, who made a protected disclosure in May 2014, claimed he was harassed and bullied after the disclosure. He admitted to an alcohol dependency since 2012, which led to periods of sickness and unfitness for duty. Keogh used alcohol and Xanax together, despite warnings that the drugs should not be combined. The Chief Medical Officer recommended Keogh be stood down on 18 December 2015, citing his unfitness for work. Keogh disputed the recommendation, stating he had not been notified of his unfitness and that he had been working on 21 December 2015. The tribunal is examining how Keogh was treated following his disclosure.
