"Inexperienced" uninsured driver hit cyclist, causing serious injury

In 2015, 18‑year‑old Melvin Rattigan, who had no full licence or insurance, drove a green Peugeot onto Lower Dominick Street and collided with cyclist Ms Laura Briggs, who was cycling home from work.
